David Fischer, 71, of Owensboro, Kentucky, was struck and killed on I-165 southbound on March 11 while standing on the shoulder assisting a disabled semi, according to 14News. The driver who struck him, 31-year-old Suk Subba, was cited for violating Kentucky's Move Over law. Fischer had worked for McCarty's Towing for more than 50 years. His death occurred while Troy's Law, the bill that would have given Kentucky tow operators green-light visibility on highways, was pending in the state Senate. The Senate did not advance the bill.

David Fischer spent 50 years on the roadside. He was killed by a driver who did not move over. Troy's Law would not have saved him, but it might have made him more visible. The bill died in the Senate three weeks after he did.
