Federal Bill Would Let Tow Operators Transport Disabled Semis Without Detaching Trailers

Rep. Dave Taylor introduced H.R. 7321, the Towing Safety Act, in January 2026, which would temporarily waive federal vehicle length limits so tow operators can transport a wrecked semi as a complete rig to a safe location instead of disassembling it on an active highway shoulder, according to CDL Life. TRAA has endorsed the bill and carried it as a priority during its February Hill Day on Capitol Hill.
